essential question
Would you consider the government’s passage of the 18th Amendment an over-reaction to the problem of alcohol? How do the actions of gangsters/bootleggers support the position that the government and temperance leaders had gone too far.
18th amendment
• How effective was the 18th Amendment?
The 18th Amendment was meant to regulate business. It forbade the manufacturing, selling, and distribution of alcohol. It was meant to increase public power. This amendment only lasted 14 years because it was repealed by the 21st amendment. It was ineffective because it made producers and consumers criminals. The government also found it difficult to stop bootlegging and speakeasies in America.

volstead act
• How did the government deal with violations of the Volstead Act?
The 18th amendment did not set up government procedure for violations of this amendment. This act specifically prohibited intoxicating alcohol, regulated the transportation, selling, and manufacturing of alcohol but not the consumption of alcohol, to promote scientific research for fuel and more, and to allow the use of alcohol for lawful industries, religious purposes, and for medical uses. The government found it hard to enforce this act because extremely rich gang members now controlled alcohol and easily bribe underpaid police officials.

gangsters and crime
Most notorious gangster Al Capone.
• Why do the 1920's have such a big reputation for gangsters and crime? Is it deserved?
The big reputation for gangsters and crime is deserved for the 1920's because the government couldn't control them. Gangsters often killed members of the police and bribed underpaid lawyers and officials. From the fear of gangsters and crime, prohibition lost supporters.

thinking like a historian
• How did decisions or actions narrow or eliminate choices for people?
Supporters of prohibition spread throughout American during the 1920's, this led to the 18th amendment and the Volstead Act which made it illegal manufacture, sell, and distribute alcohol. These actions made consumers and producers criminals, therefore people lost the choice of consuming alcohol and being able to make money from selling it.
• How did decisions or actions significantly transform people's lives?
The decisions forbade many uses of alcohol which had a large affect on people's lives. Because alcohol was now illegal, gangsters took over and created a lot of crime. Many people were afraid and intimidated from these gangsters, so many were bribed an/or murdered.
